Can't. There are security concerns with this approach. However, I've narrowed the problem down to CSS. It's weird. I changed the name of the CSS file that I should include in default.ctp and -- albeit ugly -- my page showed up.
I took the default CSS file from CakePHP 1.3 and included it and IE 9 doesn't like it... odd.
