I've got a PHP class that I wrote to use with ClickaTell (who provide excellent service BTW) along with a CLI front end - I use it for sending notifications from server monitors. As it happens, it's not in cake, but it would be the kind of thing you'd stick in vendors. To turn it into more of an app rather than a utility, you might want to support things like delivery notification callbacks and bulk sending, both of which imply a database back-end in addition to the basic ability to send stuff. That would all be standard cake stuff, nothing new. It's not really much different from sending email.
