The reason is that Joomla components ARE applications.  They run in a
subsection of a Joomla website.  Joomla is moving toward being a rapid
web application framework, but it doesn't have all the web development
shortcuts that Cake does.  So, Cake can help you write a better Joomla
component.

Another reason to put Cake in a component is that you can use Joomla
to manage user logins, layout templates, menu creation & management,
etc., and focus your component code on the specific tasks that Joomla
doesn't already handle.  It saves time.
