I agree with #1: CakePHP is known for the fact that everything is
coded by CakePHP devs themselves.  And I don't think this will
change.  (whether this is a good or bad thing is another point)

I don't agree with #2: I - for one- am one of those persons who likes
to hack (tinker with) stuff.  Not that I have the time to actually
come up with something useful, but I know Jippi has been working on a
CakePHP fork which uses a 3rd party ORM layer (not propel and not pear
either, I forgot it's name).  And I don't see a reason why there
wouldn't be more people like this.
