I'd choose Debian for mantainability. Its current stable release is more recent than Ubuntu LTS, but usually has long term support enough for me. The documentation is all public, the administration tools seem strong, they eat their own dogfood and there are lots of helpful mailing lists for it. I'm not so sure about performance, though. I guess you could rebuild any sensitive packages to tweak the last few % out, but then you have to do it with each security update. Anyone read a recent comparison about this?
