I'm in Europe and I've never yet seen a shared host that allows shell access. Additionally, requiring a client to change their existing hosting provider is a non-starter, particularly if the new provider is more expensive. It's just something we put up with. We're looking at a new, local provider doing Xen servers. Maybe that's the way to go, but I'm not really up on that side of things...
