I'm probably going to get chastised for saying this, but I'd skip CakePHP and find a CMS that has a decent API and/or framework if you plan on (doubtful) building on it in the future.
If you've got some coding chops, you could use CakePHP to build a forum and anything else you'd need on your site, but then again you'd already know that, and wouldn't be asking.
