If Apache sees an .htaccess file, it will then look for one in every subdirectory, so there's *some* overhead. For this reason, if you control the server, you're *somewhat* better off putting the rewrite stuff in your httpd.conf (or vhost.conf, etc.) and doing without any .htaccess files at all.
