setting up apache to have the rewrite rules in the conf files is of
course a good idea.

However, unless you've already done all the usual steps (which would
include NOT using a dev install) to speed up your app it's like
putting hi octane fuel in a car that hasn't been serviced. Will it
make it faster? yes. Could you have invested your time better? Yes.

IMHO - of course.

PS. and that's ignoring the fact that changing from apache to another
webserver could give you significant gains anyway.
