Hi Anna. I think you'll find most people will give you the same answer: CakePHP is a PHP framework. This means that it gives you the means to build a maintainable website in much less time than if you did it by writing raw PHP, but you have to know your way around PHP. I would suggest reading some tutorials/books on PHP first (lots of documentation on php.net to get you started), as well as OOP and MVC if you're not familiar with these concepts, then diving into CakePHP.
