You'd have to open new popup first with javascript. You can bind a
function to submit button to open new window just before the form is
actually submitted:
<button onclick='window.open("http://www.cnn.com/";, "CNN_WindowName",
strWindowFeatures);' ... />

and then:
<form ... target="CNN_WindowName">

It should work, but some browsers might refuse to launch windows in
proper order.
