This is necessary only if you have an old version of subversion
installed. If you update subversion, the script should work as-is.

Yes, it guarantees that we're getting the resource that was at that
URI in the revision that we care about. It was pretty important when
someone deleted one of my branched in Twisted without asking me first,
for example.
