There's traditionally been two approaches to committer votes within Apache: One says that a committer vote should be conducted in public on the dev@ list, as that can be a great source of morale boost (+1s just keep piling in!). The other prefers to hold the vote on the private (P)PMC list, as that makes it easier bring up possible concerns ("his patches are always broken", etc.) and other sensitive issues without embarrassing anyone in public. The collective experience so far tends to favor making such personnel decisions in private, or at least asking for any concerns in private before starting a public committer vote.
