Some forums allow comments and (directly or indirectly) users to earn formal reputation. You mark comments (and maybe users) as good or bad, helpful, unhelpful, etc. Over time, people who contribute to useful conversation theoretically rise to the top while those comments and individuals who don't show up farther down the page or in a different color or whatever method it seems produces the most value.
My own opinion is that a forum would add value, but not act as a replacement for this or other venues for discussion.
