It's not normal that you top quote.

I'll explain again for the whole list.
With SIP, it's the RECEIVING party that should do the t38 reinvite, not 
the caller.
This is the 1st thing to remember.

The 2nd thing to remember is that Callweaver (and the most of the t38 
stuff out there) detect the fax ONLY when alaw/ulaw is used. In that 
case, rxfax will send the reinvite. TxFax won't.

I wrote SipT38Switchover to force the switchover when another sort of 
codec is used (for example GSM). GSM is too lossy to detect reliably a 
fax tone. So in that case sip t38 switchover is needed. But accepting 
fxes with gsm is foolish.

This may explain some of your problems.
