The easiest approach is using a fax server like Hylafax, which will take care not only of transmission, but also failure/success notification, retries, queuing, reporting and anything else. If you choose the hard way, using callfiles, you have to roll your own stuff to deal with these issues, or hire someone to code it for you. Serious, there is no magic solution, you probably need to deal with transmission failures manually. Here in Brazil you can hire someone fulltime (45h/week) to do that for you for about U$ 500/month.
