This seems wrong since RFC2833 is out of band.  It shouldn't be  
dependent on a particular audio codec at all, as it shouldn't be  
passing tones in audio.  Now if Qwest isn't supporting RFC2833 and is  
forcing you to include tones in audio, then g729 will definitely  
break your tones, as it's so compressed that it doesn't properly  
handle DTMF.

Also,  I think it would be nice if you guys would learn to trim your  
posts a bit, as it seems like 80 percent of the message is cruft.
