The T.38 spec says the answering end of the T.38 link must initiate the
T.38 negotiation. When we receive a call from a SIP device we listen for
FAX tone from the destination FAX machine, and initiate T.38 negotiation
when we hear the tone. When we start a SIP call we just wait for the far
end to do something.
