You're in luck :-). That won't happen. Actions are always handled in order and one at a time. You may see events between responses but if you send actions requests A1, A2, ..., A<n> you will get responses in the order A1, A2, ..., A<n> and it's guaranteed that request A<n-1> is complete before A<n> is started. It looks like someone added ActionID to the * code long back with the intention of alowing multiple outstanding requests but never followed through. Now it's just dead code. There are enough third party manager apps out there (many of them probably internal to whoever) that it would be tricky to either remove it or finishe the implementation.
