RxFax looks to be working nicely for me with T.38.  That is ATA --> CW

Mostly I'm trying to get:
Linksys SPA-2102 --> CW --> PSTN Fax
  via T38Gateway

I guess I could do this:
Linksys SPA-2102 --> CW --> PSTN Fax
 - Where ATA --> CW uses RxFax and is T.38
 and CW --> PSTN Fax and is T.30

But that 2nd solution isn't as fun :(
