It is a false pretense to say that only current government who are the most corrupted in the Cambodian history. Look back at the history. Corruption in Cambodia always exists within the society from the bottom to the top. Some of them was done in the open while others was done secretly. Norodom Sihanouk and his cronies made it worse due to his popularity. Corruption and impunity were at all time high. And no one dare to fight it because Sihanouk was the man for the country.
Here is another pretense. All Asian countries are practice corruption too. What does it have to do with Cambodia? Does it mean that it is ok for Cambodia to do it since others are doing now? Is it ok for Khmer Rouge to kill as long as Sierra Leon are doing it too? Wake up! It is the society who is responsible for it. If a normal citizen bribe the official for anything to do with government for their own gain, corruption will remain a part of the society. This is called a part of that culture. My friend, You don't need to look far to see it. As a foreigner (tourist) coming into Cambodia, the sign of corruption started at the airport as you step out of your flight. How low can it be? They are not ashame of doing it. They do it all the time everywhere. To them, it is normal because it is what they do in the society. It's called the culture of corruption. That is one. There is another called the culture of impunity. You see it right away as soon as you get to know someone. It doesn't matter if those cambodians are from Cambodia or somewhere else. They practice it in America, France, Australia etc...... Don't tell us how great that society it. It's filled with corruption and impunity. Have you ever known those who are supposed to help the Cambodian people? Do you know how they conduct themselves to help? That's right. They take advantage of the situation as well as getting into some personal lives etc...... What kind of Cambodian representative is that? It's a great person to the eyes of the Cambodian people because corruption and impunity are normal.
