So you are saying that the government officials are responsible for the rape and sexual abuse in Cambodia. Your explanation above doesn't seem plausible at all. Perpetrators are responsible for their own acts. Role models may play some parts of copying into one's development mind. Yet, there is no way that those government officials are responsible for the whole or the majority of rapes and sexual abuse in Cambodia. > The rich and powerful have got everything except happiness.
