So you are saying that the government officials are responsible for
the rape and sexual abuse in Cambodia. Your explanation above doesn't
seem plausible at all.
Perpetrators are responsible for their own acts. Role models may play
some parts of copying into one's development mind. Yet, there is no
way that those government officials are responsible for the whole or
the majority of rapes and sexual abuse in Cambodia.

You got it wrong. The rich and powerful have everything including
happiness. They can almost buy everything with their money and power
in Cambodia. It is the responsible Cambodians to stand up for their
own individual for their rights to be citizens of Cambodia. There have
been rape and abuse by some of those people. They should brought to
court for justice. It doesn't mean that they are reaponsible for all
or most abuse in Cambodia.

What are today government officials do different from government
officials 30 or 40 yrs ago?

They need to be implemented fuly with the people in their mind.
