WARNING TO VIETNAM ABOUT HER AGENDA IN CAMBODIA , THE EXAMPLE OF S. Korea eyes
demanding Japan's repatriation of books from Joseon Dynasty
SEOUL, Feb. 1 KYODO
South Korea may officially demand that Japan return about 660 books that
it took away during its 1910-1945 colonial rule of the Korean Peninsula,
officials of the Cultural Heritage Administration of Korea said Monday.
The books include Uigwe, a collection of royal protocols for ceremonies
and rituals from the Joseon Dynasty (1392-1910) and those on medicine and
military affairs.
The officials said it would be the first time for South Korea to
officially demand the return of such books, though it has asked for them back
unofficially in the past.
This year marks the 100th year of Japan's annexation of the Korean
Peninsula.
The Uigwe, which constitute a unique form of documentary heritage, have
been enshrined in the Memory of the World Register of the U.N. Educational,
Scientific and Cultural Organization.
Through prose and illustration, they document the procedures, protocols,
formalities and requirements needed to conduct important ceremonies such as
weddings, funerals, banquets and receiving foreign missions, while also
detailing the construction of royal buildings and tombs as well as other
various cultural activities of the royal family.
Besides the Uigwe kept as national treasures in Korea, the Imperial
Household Agency of Japan houses 145 Uigwes of 70 kinds that were taken from
the Odaesan archive in 1922 under Japanese colonial rule, according to
documents submitted by South Korea to UNESCO in 2006.
Based on an inquiry conducted in cooperation with Japan, South Korea has
found that about 4,700 books of about 360 kinds are stored in the Imperial
Household Agency.
Out of these, South Korea plans to select books with an important value
and demand for the repatriation of the books.
South Korea has higher hope to achieve progress in Japan's repatriation of
the books since Prime Minister Yukio Hatoyama took office last year emphasizing
diplomacy with Asia and ''looking squarely into the past history.''

Friday March 6th, 2009 PHNOM PENH (AFP)--Cambodia's economy will shrink by 0.5%
this year, the International Monetary Fund said Friday, lowering its earlier
prediction as the country is hit by the global financial crisis.
In a press statement the IMF said the poverty-stricken country wouldn't make
the target set late last year of 4.8% growth in 2009.
"The global economic contraction and financial crisis are increasingly
affecting Cambodia's economy," the statement said.
Cambodia has seen sharp declines in garment exports to the U.S. and Europe as
well as fewer tourist visits, the financial institution said.
It added that there has been a rapid slowdown in construction and foreign
investment as the country's economy is doused after enjoying several years of
double-digit growth.
The statement recommended that the Cambodian government help stimulate growth
by allowing its budget deficit to rise to around 4.75% of gross domestic
product - a significant increase from its 2% deficit last year.
Despite recent growth, underemployment, where someone's work earns only a
meager return, remains high in Cambodia, one of the world's poorest countries.
Some 35% of the country's 14 million people live on less than $0.50 a day.

As of today,Cambodia is still occupied by the Vietnamese troops despite the
call from the US president to Vietnam to cease her occupation of Cambodia since
1988.
