Au cours d’une conférence organisée afin de commenter sa victoire dans le
procès en diffamation qu’il vient de remporter face à Sam Rainsy, le ministre
des Affaires étrangères s’est exprimé pour la première fois sur son refus de
témoigner devant les CETC en avançant un argument juridique. Interrogé par un
journaliste, Hor Namhong, a expliqué : « Selon le règlement intérieur du
Tribunal, il aurait dû y avoir les signatures du juge d’instruction cambodgien
et du juge d’instruction international. »
Dans ce dossier, la convocation portait la seule signature du juge français
Marcel Lemonde, son homologue cambodgien, You Bunleng, ayant refusé d’être
associé à cette démarche. Le chef de la diplomatie cambodgienne n’était pas le
seul à avoir reçu cette convocation. Chea Sim, président du Sénat, Heng Samrin,
président de l’Assemblée nationale, Keat Chhon, ministre de l’Économie et des
finances, ainsi que les sénateurs PPC Sim Ka et Ouk Bunchhœun, ont également
ignoré l’invitation du juge français.
