If I am not mistaken, refugee status is given to people who has been accepted as refugee. As far as I can understand the message, this person has nothing to do with that status because he is in hiding. He is not living under UN Authority. So HE IS NOT a refugee. If you talk about refugee as the meaning of it, then I can understand. Don't try to confuse between people have left one place to live in another for certain reason and refugee status under UN Authority. It means that you are trying to trick people to give you money by making people think that he is on the way to another country under refugee status for his safety.
