Feb. 27, 1982 : UN Commission on Human Rights meeting in Geneva adopted a
resolution condemning Vietnam’s occupation of Cambodia as a violation of
Cambodian human rights. The vote was 28 in favor, 8 against, and 5 abstentions.
5. Oct. 21, 1986 The UN General Assembly adopted a resolution A/RES/41/6, by
vote of 116-21 with 13 abstentions, calling for a withdrawal of Vietnamese
forces from Cambodia.

Dans leurs observations finales sur le deuxième procès, Chea Leang
(vietnamienne)et Andrew Cayley ont demandé le retrait des accusations pesant
contre Duch en dehors du cadre de S-21.
Duch ne doit pas être accusé dans l’« affaire n°2 », qui concerne les hautes
personnalités du Kampuchea démocratique, ont estimé les coprocureurs en rendant
leurs observations finales aux cojuges d’instruction, lundi 16 août.
Le 19 septembre 2007, les cojuges d’instruction ont détaché le cas de Duch de
celui des quatre autres ex-Khmers rouges aujourd’hui écroués, afin de le juger
séparément pour les crimes commis dans le cadre de S-21. Duch, néanmoins,
restait potentiellement accusé dans l’affaire n°2 aux côtés de Khieu Samphan,
Ieng Sary, Ieng Thirith et Nuon Chea.
« Les coprocureurs sont conscients du fait qu’un long processus judiciaire a
déjà été conclu contre Duch avec sa condamnation dans l’affaire n°1 »,
estiment-ils, ajoutant que le retrait de Duch de l’affaire n°2 « permettra
d’assurer un procès juste et diligent de Nuon Chea, Ieng Sary, Khieu Samphan et
Ieng Thirith, dont les responsabilités criminelles pour les crimes du Kampuchea
démocratique doivent maintenant être déterminées ».
Ils demandent que les quatre accusés soient inculpés et traduits en justice
pour « génocide, crimes contre l’humanité, graves infractions aux conventions
de Genève et violations du Code pénal cambodgien de 1956 ».
« Les coprocureurs estiment que les preuves collectées lors de l’enquête
judiciaire démontrent que les personnes accusées ont commis ces crimes dans le
cadre d’une entreprise criminelle commune, dans le but de mettre en œuvre une
révolution politique au Cambodge et de détruire de manière systématique toute
opposition au pouvoir du Parti communiste du Kampuchea », ajoute le communiqué.

As of today,Cambodia is still occupied by the Vietnamese troops despite the
call from the US president to Vietnam to cease her occupation of Cambodia since
1988.
Cambodia needs Independence from Vietnam and the Vietnamese invaders.
Vietnam must cease her occupation of Cambodia at once.
