The Centre on Housing Rights and Evictions (COHRE) is an international human
rights NGO working to promote and protect the human right to adequate
housing for everyone, everywhere. COHRE has regional programmes in Africa,
the Americas and in Asia. Established in 1994, COHRE is now an important
voice in the global human rights movement.

Position Summary

The Legal officer will take a lead role in COHRE’s legal advocacy work in
COHRE Asia’s focus countries (Myanmar, Cambodia, Indonesia, Philippines and
East Timor). In addition, s/he will be responsible for research, writing and
training on housing rights -including the prohibition of forced eviction- in
two to three of the focus countries; assist in COHRE’s regional advocacy
work; and support capacity building and advocacy work among COHRE’s partner
NGOs. S/he will assist the Director in the development, implementation and
monitoring of the COHRE Asia Programme’s Operational Plan.

Principal Duties and Responsibilities

1. To develop, implement and evaluate COHRE’s legal advocacy strategy in two
to three of the focus countries

2. To draft legal advocacy documents, including amicus briefs, reports,
publications, submissions to national, regional and international human
rights bodies, etc and to undertake research on housing, land and related
rights.

3. To plan and carry out strategic litigation, legal advocacy and capacity
building activities in coordination with COHRE’s partners in relevant
countries.

4. To assist in the development of project proposals and budget, narrative
and quarterly reports; monitor budgets related to programmes, and draft
agreements with partner institutions and external consultants.

5. To lead on project management duties related to the implementation of
COHRE’s activities in two to three focus countries.

6. To assist colleagues in the regional office with the implementation of
COHRE’s activities in other focus countries and on regional matters, where
activities require a legal background.

7. To work with colleagues in other COHRE offices, in particular the Senior
Expert on Litigation & Legal Advocacy and the Director of Advocacy &
Programs and Communication, on the implementation of the duties described
above.

8. To undertake any other tasks assigned by the Asia Programme Director.

Qualifications:

- Degree in law from an accredited law school;
- Strong knowledge and understanding of regional and international human
rights law and mechanisms, with a particular focus on housing rights and/or
economic, social and cultural rights;
- At least three years of professional experience in the human rights or
housing rights field in the region;
- Experience on human rights advocacy, training and programme management
- Excellent research, writing (reports and legal advocacy documents),
analytical, communication and interpersonal skills;
- Fluent in English (essential) and another Southeast Asia language in our
focus countries is essential;
- Ability to work in a multi-cultural environment.
