Can you tell me why?
Is it not true that Cambodian society is so corrupt and practice
impunity?
If not, would you please explain it to us?

We have seen this type not only in Cambodia, we see in the Cambodian
society in America too.

My friend,
There are good and bad people everywhere. I am not talking about any
individuals here. What I am talking about is a culture. I have been
saying that part of this culture is bad. The culture of corruption and
the impunity are very bad for Cambodia. They are practicing them from
the very top all the way to the very bottom.
Khmer Rouge used their sentiment against these elements to lure lower
class Cambodians to join them. They joined KhmerRouge from the bottom
of their hearts. You already knew what happened thereafter.  Khmer
Rouge was bad. Yet, people cannot ignore the fact that those
sentiments exist. And they exist today. They were bad then. They are
bad now.
