The head of the newly established Anticorruption Unit has said that 
investigations of more than 20 graft cases involving government officials had 
resulted in “several” offenders being identified, but that the body would not 
pursue any prosecutions until the end of next year.
Om Yentieng, who is also a senior adviser to Prime Minister Hun Sen and 
chairman of the government-run Cambodian Human Rights Committee, said no 
arrests would be possible until new legislation comes into effect about 12 
months from now.
“We could not arrest individual corrupt officials and send them to court while 
we are waiting for the new Law on Anticorruption, which will be implemented by 
the end of the year 2011,” he said.
“The Criminal Code will be officially implemented by December this year, and 
the Law on Anticorruption will be put in place 12 months after.”
Yim Sovann, spokesman for the opposition Sam Rainsy Party, said there was no 
excuse for the ACU to wait for the new penal code to come into effect before 
prosecuting offenders.
He argued that offenders could be punished immediately under the UNTAC Criminal

OR CAMBODIA  Strong Resolution on Cambodia Human Rights Abuses 
Feb. 27, 1982 : UN Commission on Human Rights meeting in Geneva adopted a 
resolution condemning Vietnam’s occupation of Cambodia as a violation of 
Cambodian human rights. The vote was 28 in favor, 8 against, and 5 abstentions.
 
Oct. 21, 1986 The UN General Assembly adopted a resolution A/RES/41/6, by vote 
of 116-21 with 13 abstentions, calling for a withdrawal of Vietnamese forces 
from Cambodia.
 
10 UN RESOLUTIONS,(1979-1988) VOTED BY 116 UN MEMBER COUNTRIES ,CALL VIETNAM TO 
CEASE HER OCCUPATION OF CAMBODIA & REMOVE ALL HER TROOPS FROM THE COUNTRY, ARE 
NOT RESPECTED AS OF TODAY. 
 
Oct. 21, 1986 The UN General Assembly adopted a resolution A/RES/41/6, by vote

President Reagan's address to the 43d Session of the United Nations General 
Assembly in New York, New York,September 26, 1988. 
"Mr. Secretary-General, there are new hopes for Cambodia, a nation whose 
freedom and independence we seek just as avidly as we sought the freedom and 
independence of Afghanistan. We urge the rapid removal of all Vietnamese troops 
...." 
 
As of today,Cambodia is still occupied by the Vietnamese troops despite the 
call from the US president to Vietnam to cease her occupation of Cambodia since 
1988. 
Cambodia needs Independence from Vietnam and the Vietnamese invaders.
Vietnam must cease her occupation of Cambodia at once.

Prize of the successful festival Political Analysis Today:

Hun Sen government should not be good in training their policemen and 
bodyguards to protect themselves as well as to disperse the mass demonstration 
demonstrating about justice, freedom of speech and land rights etc. As the 
matter of fact, we will suddenly see hundreds of policemen with proper 
equipment to disperse the people demonstration in using their basic rights to 
protect their interests from the powerful. But with this deadly people 
stampede, if policemen can intervene on time with such proper equipment, the 
toll of the dead will have no one or just few.

Cambodian people and their nation has painfully been affected by their own 
action. They have fed those policemen and government officials in order to 
protect and serve them, but in contrast when they have enough energy from 
eating people rice, they will not hesitate to baton them, to disperse their 
gatherings, to shoot at them or to jail them etc. 
Each year, the Water Festival gathering has marked a huge beneficial 
eye-witnessing to the progress of government who has been a privileged host for 
this event. For ordinary Cambodians, they see this event as the traditional 
preserving and festivity. For businessmen, they see this event as the occasion 
to increase their marginalized benefit. But for politicians, the CPP party and 
their government see this occasion as a selling-point to raise up the names and 
party success. Evidently, each boat has proudly and publicly been sponsored by 
political elites and business tycoons.

Of course, this boat racing and water festival is just the chance of money 
laundering for those political elites within the CPP: ministers in each 
ministry and business tycoons. When the event can attract more people, more 
successful that CPP organizers expect to gain from this. Counting from TV 
screen to radio channels and to public billboards, there are names of sponsors 
and honoring to those who have helped coverage all the expenses and prizes for 
the winners.

Yes, in the eyes of the CPP elites, these supports and offerings are the 
"culture of sharing" which Hun Sen has always articulated. But for the 
democratic principles and scholastic elites, this is the act of the thief of 
the nation. Many businessmen of black marketing can easily transact their 
money. Many political elites can easily use their dirty money as the donation 
to sponsor this or sponsor that, and yes their names are repeatedly appearing 
on the TV screen, radio channels, public announcement or public billboard etc.

This act of money laundering is the cool blood suckers!

However, what is worse for the ordinary Cambodians are the negligence of 
government in laying a proper measurement to handle with million of people 
flowing into the city. This is because of their self-esteem and pride in 
attracting more people get into the city to witnessing their success of 
political propaganda until they forgot the proper measurement of protecting 
their lives. The deadly stampede happened and many young innocent participants 
claimed their dead unjustly.

This is preventable situation and no one wants to point finger and assign blame 
on each other. It is the accountability and responsibility of the organizers of 
this event. Who are the organizers and affiliates? - Touch Naroth, Kep 
Chuttima, or the government? There are some efforts in explaining the nature of 
stampede disaster by our compatriots. This blog has reasonably explained the 
danger of the people stampede with such small pace to move and panicked people 
to step on one another until the lowest persons will be died and the top 
persons can have chance to survive. However, this explanation is just the 
outcome of the stampede. Cambodian people must smartly look at the preventable 
solution and responsible persons.

Cambodia under current leadership is at the brink of deadly disasters. This 
deadly stampede is one of the witnesses of weak governing of Hun Sen regime. 
There are more disasters and they might be more dangerous than this in the 
future if this government doesn't care about reforming internal structure 
especially to detach their current patrimony system.

Their capitalistic economic development will prevail in farmers revolt and 
retaliation.

Their patrimony system will prevail in internal deadly conflict which is 
unpreventable from their internal rivals.

Their god-king government or divine government will prevail in weak public 
administration like the case of Koh Pich human disaster.

More longer Hun Sen want to cling to power, more dangerous Cambodia is. It's 
not about danger of Cambodian nation only, but it is more dangerous for Hun Sen 
himself, his families and relatives. Two theories that Hun Sen should 
concentrate on: First, the patron behind Hun Sen will not allow Hun Sen to live 
any more when their plan reach one unavoidable level. Second, the rival of Hun 
Sen within the CPP who have also wanted to lead the party and government will 
not allow Hun Sen to be a king forever. This is like the past stories of Khmer 
monarchy whose rivals are within their ring, not from outside ring at all.

Koh Pich disaster is just one of the evidences of weak system within the Hun 
Sen government. With this weak system and weak leadership, foreigner spies who 
have bad intentions with Cambodia especially the Vietnamese spies within the 
CPP can ignite the flame in every second to weaken this nation. Although, China 
is surpassing Vietnamese at the moment, but the internal spies of Vietnamese 
will not allow Cambodia to sleep peacefully under that helm of Chinese. This is 
not different from the era of Khmer Rouge regime.

Hun Sen and his government must be responsible for this deadly stampede and 
immediately restructure the government system.

Hun Sen government should not be good in training their policemen and
