However, it is illegal for the congress to pass anything when they have less than a certain amount of representative. I am not saying that it's illegal or legal to expel those congressmen. However, we just have to understand that those congressmen had changed their party. The question should ask whether it's illegal to expel those who changed their parties for the next election. I don't think those congressmen changed their party for their current jobs. They just wanted to change it for the next election.
