He is bluffing. In order to make rally/protest, he has to ask permit from the minister of interior, especially rally on the street. If he goes ahead without the permit, he break the law even with peaceful rally. I am afraid that if he break the law, the CPP will allow him to escape like the previous time. He and Kem Sokha will go to the White Forest.
