Years ago, I solved a somewhat similar problem of bicycle handlebars which
slipped and rotated within the bicycle stem. I coated the center part of
the bars (where they were gripped by the stem) with a thin layer of epoxy
adhesive. Then, while it was still fresh, I wrapped a layer of about 220
grit aluminum oxide production sandpaper over the epoxy, with the gritty
side against the epoxy. When the epoxy hardened, I used a stiff brush and
water to remove the paper, leaving the 220 grit firmly stuck on the surface
of the epoxy layer. Worked great! RKS
