Of course, the cheapest way to make a rack and pinion gear is to build an
indexer and make them yourself in a good hardwood.  Difficult to do, but can
be done.  Remember, mankind had been building gears for hundreds of years
before manufacturing plants came along.  A good place to start to figure out
how to build gears is in TAUNTON BOOKS "The Best of Fine Woodworking
series... Small Woodworking Projects." There are two really good articles on
clock building that show you how to build the gears.  Good starting point.
