It sort of sounds like you are assuming the back standard to be the size
of the film?  Perhaps I'm missunderstanding you?  In any case, you have
figured out the solution.  Yes, the camera back has to be big enough to
attach the bellows, the ground glass, and the mechanism to hold the film
pack in place.  How much bigger kind of depends on how you as the designer
plan to put it all together.  In any case, as long as the rear bellows
opening is at least as large as the film you shouldn't really have a
problem.

At the moment I don't really see the problem.  Usually the bellows
dimensions are bigger than the film size and the lens opening is
relatively small.  Movements so extreme that the bellows gets in the way
will likely have already exceeded the coverage that the lens can provide.  
Of course, there may be an exception to this.  I'm just typing this off
the cuff, but I can't think of the exception.

If at all possible you might want to see if you can look at a view camera
at a camera store, or maybe even rent one for a weekend to play with.  I
found that to be useful before building my camera.
