white iBook 500 MHz running 10.3 and latest security update. I have a Kensington Pilot Optical Pro and MouseWorks 2.4b1 too but the lack of scrolling is present with or without the mouse.
At startup the window opens with an empty toolbar and normal cursor. Approximately 25 seconds later the toolbar populates with the bookmarks and then the spinning beach ball starts. This lasts for another 25 seconds or so and then some of the bookmarks in the toolbar display their special icons from their sites and the cursor returns to normal.
