I am not a Camino developer but from looking at the effects this would appear to be related to the other rendering issues involving frames that only occur on 10.3.

Seems to render correctly for me. There are three posts on that page that have code fragments in a scrolling fields. All 3 scroll properly (moving the thumb, clicking the scroll area, using the arrows).

This shouldn't be an issue, but I'm running 10.2.8..
