I don't know if it's written it down in apple's bundle guidelines, but in my experience, Contents/Resources is used for images, text, sounds, movies, nibs, plists and stuff like that. Executable stuff (frameworks, plug ins, command line tools, scripts, the actual executable for the app, preference panes, support applications, ect.) are stored in a folder residing in the Contents folder.
