I have had that problem and have not resized the page or the font.
Once the drop down is activated, it won't let go. Using a dual G4 and
first notice this the other day will using nightly 2005021008.

On certain sites (I can't guarantee that its on all of them), I notice
it most on espn.com, if you have resized the text on a page after it
was loaded, and that page contained a drop down menu, then clicking on
the page where the drop-down used to be will activate the drop-down
still. Reloading the page usually solves this issue.
You might want to check that this isnt whats happening to you.
