Most browsers (e.g. Opera, Safari, Shiira, iCab) open each new window in either the same location as the previous window, or to a default size and location set in preferences. The trouble is, unless you're lucky enough to have an Apple 30" Cinema Display, tab's titles quickly become unreadable bunches of elipsises if there are too many. Having fixed sized tabs makes it unworkable for me. YMMV and obviously does, though.
