These are two quite different bugs; bug 160323 is very old and not the issue with Gmail. I haven't done an exhaustive search to find the bug for the Gmail behavior yet (I would be very surprised if it weren't already filed, though).
While I'm emailling the list, I still see phantom scroll bars on my iBook screen. I realize the bug is barely alive, but I still see them.
On Gmail? Bug 187435 isn't fixed yet.
