  1. OPM retools management awards program

The Office of Personnel Management has revamped a prestigious management awards 
program to try to ensure that top honors go to agencies excelling at President Bush's 
government reform goals.

OPM has modified the award categories and judging criteria in an effort to better 
align the 2004 President's Quality Awards to the five areas of the Bush 
administration's management agenda: personnel reform, competitive sourcing, financial 
management, electronic government and performance budgeting.

This year, the personnel agency will hand out awards in three categories, and will not 
allow agencies to compete unless they achieve passable grades on the White House's 
quarterly management scorecard.

  2. Poll finds government falling in public's esteem

The public views the federal government less favorably this year than last, Gallup 
poll results published Tuesday indicate.

Slightly more than a third of respondents to an early August survey by The Gallup 
Organization expressed a "positive" or "somewhat positive" view of the government. 
This represents a drop of seven percentage points from a year ago, when 41 percent of 
Americans surveyed said they looked favorably upon the government.

For this year's poll, conducted from Aug. 9 to Aug. 11, Gallup asked a random sampling 
of 518 adults to rate their opinion of 25 industries, including the government, in one 
of five categories ranging from "very positive" to "very negative." The survey has a 
margin of error of up to five percentage points.

  3. EPA scout plane on lookout for toxic chemicals at GOP convention

The massive effort to protect the GOP convention has meant bringing in special units 
from some surprising places -- including a scout plane belonging to the Environmental 
Protection Agency.

What's the EPA doing in the counter-terrorism business, let alone in the air? The 
answer is that a toxic chemical doesn't care whether it is released by terrorists or 
by accident, and that the best way to track such choking poisons is from high, high 
above.

Ten years ago, a chemical plant exploded outside of Sioux City, Iowa, killing four 
people and forcing the evacuation of 4,000 residents in a wide swath of Iowa and 
Nebraska. Hazardous-materials teams struggled to track the drifting cloud of ammonia 
without endangering themselves.

  4. Offshore corporations could have edge in contracts

Corporations located in tax-haven countries such as the British Virgin Islands hold an 
advantage in bidding for federal contracts because they pay lower taxes, according to 
a new Government Accountability Office report.


The report, "International Taxation: Tax Haven Companies Were More Likely to Have a 
Tax Cost Advantage in Federal Contracting," (GAO-04-856) cites the financial 
conditions in which large expatriated corporations can hold an edge over domestic 
companies when applying for federal contracts. The report estimates that 66 percent of 
large tax haven contractors had no tax liability in 2001, compared to 46 percent of 
domestic contractors.

Using tax data, the report looked at 4,264 corporations in 2001 and 3,924 in 2000 with 
at least $10 million in assets. Auditors concluded that tax haven corporations pay 
lower taxes on income generated from federal contracts, allowing them to poteintially 
bid for such contracts at lower prices.

  5. Navy intranet chief says officials are targeting key problems

The outgoing leader of the Navy Marine Corps Intranet project said Tuesday that his 
department is focused on solving high-priority problems that occur within the massive 
new network.

In June, Navy Secretary Gordon England announced that Rear Adm. Charles Munns would 
leave NMCI to become the submarine force commander for the Atlantic Fleet. On Tuesday, 
Munns said the program has overcome some growing pains and is on track to succeed. He 
described NMCI as the "most rewarding" and "most challenging job" he has ever held in 
the service.

The intranet is being developed by Texas-based defense contractor EDS as a secure 
network connecting 700,000 military and civilian users. It could end up costing more 
than $8 billion.

  6. K-9s help bolster security during convention

With
hundreds of thousands of commuters passing right beneath the
convention floor, New York's Pennsylvania Station is under heavy
guard: city cops; transit cops; firefighters; state police from
New York, New Jersey, and Connecticut; Secret Service; and
crew-cut men in polo shirts with a small red-and-gold insignia
who won't say who they are. But even among the security
professionals, one officer named Dempsey is a bit of a star.
Maybe it's his furry tail and four paws.
