What are you including within the concept of UI?

I see screens and menus and buttons and text boxes and mice as 
technology, and therefore within the techies' jurisdiction.

On the other hand, I see workflow and usability requirements 
(expressed in non-technical terms) as business stuff, and 
therefore customer responsibilities.
