BW income from ‘leisure uses’ in 2003/04 and 2004/05 was approx £19m and
£18m How much from angling? £449,000 and £524,000.  That’s not very much
compared with the £14m from boating.  Even if it was effectively policed so
all anglers paid up, maggot drowning is never going to contribute very much.
As Glen P said, if BW charge too much they will go elsewhere (elastic demand
curve for any economists).  

 

Total revenue in 2004/05 was £172m and that includes £73m in Government
grant.  Income from boaters would have to increase by a factor of at least 5
times its present level to bring in this sort of money.  OK there are other
sources of income such as property and commercial uses, but BW having been
trying to exploit these for some time and the subsidy has remained over £60
million in the last five years.  Mike Stevens is right, even if assets are
really sweated, it is going to be pretty hard for Mr Evans to eliminate the
grant.
