Hhm. Interesting statistic. That's about £700/boat so £200/boat comes 
from boat related activities other than annual licences....the charge BW
makes on marina turnover perhaps?

Even if it was effectively policed so

I'm not sure about that. The £18-19 million BW income matches the income 
EA receive from Rod Licenses (over 1.2 million license holders). How 
many of these fishermen use BW waters? Seems to me that I pass as many
fishermen on an average day's cruising as I do moving boats.

Perhaps BW should be issuing a Canal Rod License. I for one wouldn't 
mind buying one at rates similar to the EA rates.
