I said the majority and I stand by that. Rally - goers are themselves a 
minority within the caravanning world and will by definition be more likely 
to be prepared to do without hookup. The "big two" club sites have very few 
pitches without hookup and the very small number of sites they run with no 
hookups at all are highlighted as such in the respective site books.

Another factor which I bet BW will cite if asked is the fairly recent rule 
changes on reselling electricity - intended to apply to rented flats, the 
wording of the legislation could be taken as wider ranging, and the "big 
two" clubs have both interpreted it to mean that they cannot let a hook up 
pitch at the non electric price to a unit which does not use the electric. 
Personally I think their interpretation is wrong, most commercial sites 
continue to charge extra for hookup if used exactly as before and I haven't 
heard of any prosecutions.
I think that was the last time we used the mains input on the camper, when a 
particularly unhelpful warden insisted that the only space left qualified as 
a hookup pitch despite the site having no defined pitches as such, and power 
bollards in the centre of the grass area, a layout which some wardens use to 
be flexible about what constitutes an electric pitch.
