SARA try to work to RNLI standards IIRC, so that should be 5 to 10 minutes from 
the call to being underway. That is, if the boathouse isn't already manned as 
many are on busy weekends etc[1].

If you read, like I do (sad git), the station callout records placed on the web 
'no chart' (meaning 'no clue') is specially noted when encountered. 'No radio, 
no flares, no chart, no lifejackets' is noted with depressing regularity.

[1] Spare a thought for the Southend RNLI crew who had to man the boathouse at 
the end of the pier 24 hours a day for a considerable time after the middle 
part of the pier burnt down.
