Because the UKHO claims copywright on the tidal constants so they can sell 
you tide tables!!

http://www.wxtide32.com/  has some "public domain" UK constants in it's 
database (http://www.wxtide32.com/stationlist.txt) - shows Grimsby, Hull, 
Goole.
