I agree with Sue. My own safety is my own concern, and there's too much
regulation already without layering on loads more. Besides, regulation
doesn't stop stupidity. And neither does it stop accidents happening,
despite those who would live in an insulated riskless world.
Besides, there just aren't enough accidents to justify new rules. Most of
the problems on the waterways, I suspect (if they'd ever give us the
figures) aren't caused by lack of equipment or equipment failure on boats,
but by faulty equipment on the waterways itself.
