Water pressure will stop both top and bottom gates being opened at the same 
time.  Lack of a windlass (the handle used for operating the mechanism) will 
usually prevent the paddles/sluices being opened at both ends of the lock at 
the same time.

It does sometimes happen that somebody will defeat these things and manage 
to drain a canal, sometimes accidentally but more usually with malicious 
intent.  Such people are described in many ways  -  some even less 
compimentary than the one that you suggest.
