I am certainly convinced by Adrian's logic that leaving gates open means
on average fewer operations of gates and paddles. I also noticed when
moored up near the lock at the Cutweb gathering that many boats use
full, or nearly full, power both to stop in order to open the gates and
to start up again once the gates had been opened, eroding bottom and
banks in the process. If they can go straight into the lock this
application of power would be in the chamber, which is less liable to
damage.
